The primary goal of the agreement was to eliminate trade barriers, to encourage private investments, and consolidation of goods and services between the two countries. The TPA incorporates environmental and labor policies, intellectual property rights, economic and commercial issues pertaining to the two countries. The TPA was signed on June 28, 2007 after two and half years of negotiations. The TPA replaced the preferential trade treatment that was protracted under the CBERA (Caribbean Basin Economic Recovery) Act, the GSP (Generalized System of Preferences (GSP), and the Caribbean Basin Trade Partnership Act.
